home made snowmobile buggy and yerf

I have a piece of crap yerf dog 5.5 tecumseh engine on it no suspension and its a one seater.And i got it from a guy that took the govenor off but he hooked the linkages all wrong so i need some help on how to make it work and idle because its way to high and the trottle dont come back

SEcond i have a yamaha 292 (model?) (year?) i only have a range on the year 1971-1976 i need a carb for it its the fuel pump kind. They have been sitting for about 1 1/2 years cause i cant find stuff about them.
