Questions about throttle/bogging motor and sticking starter

I just picked up a Yerf Dog Spiderbox GX150 (used) for my son. I have two questions...

1. When you give it full throttle, it bogs down. If you let off the throttle just a little, it stops bogging down and picks up speed. You have to hold off the throttle just a bit to get full speed. If you accidently push the gas too far down while at full speed, it will bog down and lose speed.

Any ideas?

2. The starter sticks. If you push the electric start when the motor is cold, it will click but won't turn over. If you tap the starter with a hammer then push the button, it will turn over and start. This seems to only be an issue when it's a cold start as when the motor has been run for a while, you can shut it off and turn it right back on without a problem.

Is there a way to clean the inside of the starter to keep it from sticking?
